The Washington Signature-Gathering Time Increase Measure, Initiative 1349 was not on the November 4, 2014 ballot in Washington as an Initiative to the People. The measure, which was also known as Protect the Initiative, would have increased the time for collecting signatures for both Initiative to the Peoples and Initiative to the Legislatures by allowing initiatives to be filed 20 months before the next statewide election or next regular legislative session.[1]

The official ballot summary read as follows:[1]
| “ | This measure would expand the time for collecting signatures supporting initiative measures proposed for submission to the voters or the legislature by allowing initiatives to be filed twenty months before the next statewide election or next regular legislative session. Initiatives submitted within this timeframe, with a sufficient number of valid voter signatures must be submitted to a vote of the people at the next election. Government officials must facilitate and cannot obstruct the public vote.[2] | ” |

Kirk Ludden was the primary sponsor of Initiative 1349's proposal.[1]
Path to the ballot
Supporters were required to collect at least 246,372 valid signatures by July 3, 2014 in order to land the initiative on the ballot. No signatures were submitted by the prescribed deadline.[1]
