The Washington Taxes on Retail Checkout Bags Measure, Initiative 1378 was not on the November 3, 2015 ballot in the state of Washington as an Initiative to the People. If approved by voters, the measure would have done the following:[1]

  • Prohibited government from requiring retail businesses to impose such charges
  • Allowed retail businesses to provide checkout bags to customers

This measure would prohibit government-imposed taxes, fees, or other charges for checkout bags; prohibit government from requiring retail businesses to impose such charges; and allow retail businesses to provide checkout bags to customers.

This measure would prohibit state and local governments from imposing taxes, fees, or other charges for paper, plastic, or reusable bags provided by retail stores to customers at the point of sale. It would prohibit state and local governments from requiring grocery stores, businesses, and other retail establishments to impose taxes, fees, or charges for bags provided to customers at the point of sale. It would allow retail establishments to provide bags to their customers.[2]
