Three of the nine seats on the Watertown School District Board of Education were up for at-large general election on April 5, 2016. Incumbents Ron Buchanan and Steve Kauffeld faced challengers Frederick Jandt and Paul VanDenLangenberg in their bids for re-election.[1] Both incumbents won re-election, and VanDenLangenberg was elected to the open seat.[2][3]
The third seat on the ballot was held by Kate Lapin, but she filed noncandidacy papers, which indicated she would not file for re-election. Because she did not run in the election, at least one newcomer was guaranteed to take a seat on the board.[1]

Voter and candidate information
The Watertown School District Board of Education consists of nine members elected at large to three-year terms. Three seats are up for election each year in April.[4] If more than six candidates—double the number of seats on the ballot—had filed to run in this election, a primary election would have been held on February 16, 2016. Because only four candidates filed for the three seats, they all ran in the general election on April 5, 2016.[1][5]
To be elected to the board, candidates must reside in the boundaries of the school district for 28 days prior to the filing of a "Declaration of Candidacy" form. Furthermore, at the time of taking office, each candidate must be a resident of the apportioned area he or she is elected to represent.[6] Candidates must also be 18 years old and citizens of the United States. Unless pardoned, those who have been convicted of a felony are not eligible for election to office in Wisconsin.[7]
Candidates had until January 5, 2016, to collect between 20 and 100 signatures for their nomination papers. The signatures had to come from residents of the district where the candidate sought election, but the petition circulators were not required to reside in the district or municipality. Circulators were required to be U.S. citizens and 18 years of age or older.[8]

The Watertown School District election shared the ballot with the state's presidential preference vote and elections for one seat on the Wisconsin Supreme Court, the District IV seat on the Wisconsin Court of Appeals and seats on the Dodge County and Jefferson County Boards of Supervisors.[9][10]

All four candidates in this election filed exemption statements detailing they would not spend or receive more than $1,000 toward their campaigns. Because of this, they did not have to file additional campaign finance reports.[12]

The Watertown School District is located in Dodge and Jefferson Counties in southeastern Wisconsin. The county seat of Dodge County is Juneau, and the county seat of Jefferson County is Jefferson. In 2014, Dodge and Jefferson Counties were home to 88,574 residents and 84,395 residents, respectively.[13][14] The district was the 50th-largest school district in the state in the 2013–2014 school year and served 3,864 students.[15]

Higher education achievement
Both counties underperformed compared to Wisconsin as a whole in terms of higher education achievement in 2013. The United States Census Bureau found that 15.8 percent of Dodge County residents and 23.0 percent of Jefferson County residents aged 25 years and older had attained a bachelor's degree, compared to 26.8 percent for Wisconsin as a whole.[13][14]
Median household income
From 2009 through 2013, the median household income for Dodge County was $53,075, and it was $53,454 for Jefferson County. During that same time period, the median household income for Wisconsin was $52,413.[13][14] For the United States, it was $53,046.[16]
Poverty rate
From 2009 to 2013, the poverty rate in Dodge County was 9.0 percent, and it was 11.2 percent for Jefferson County. During that same period, the poverty rate for the entire state was 13.0 percent, and for the entire country it was 15.4 percent.[13][14][16]
