A measure to renew a property tax levy to fund parks, Proposition P, was on the ballot for voters in Wayne County, Michigan, on August 4, 2020.[1] It was approved.

A "yes" vote supports authorizing the county to renew for four years a property tax levy of $24.59 per $100,000 in assessed property tax value to generate an annual estimated $10.9 million for parks.

A "no" vote opposes authorizing the county to renew for four years a property tax levy of $24.59 per $100,000 in assessed property tax value for parks.


This measure was also designed to require that, in any year the renewed property tax is levied, the county must budget park funding from sources other than this property tax levy equal to the funding for parks in the county's 1995-1996 budget. This property tax levy was first authorized in 2016.[1]

A simple majority vote was required for the approval of Proposition P.

Ballot question

The ballot question was as follows:[1]

To renew the millage authorized in 2016, shall Wayne County levy this millage at the estimated 2020 rollback rate of 0.2459 mills (about 25 cents per $1,000 of taxable valuation) for five more years (2021 through 2025) to continue to improve and operate several parks and related facilities, including Hines Park, Elizabeth Park, Chandler Park, and improvements to municipal parks in the 43 communities as provided in an implementing ordinance through an annual allocation by commission district of the greater of $50,000 or 15% of the total funds generated from that district, on the condition that, for any year for which this continued levy would be imposed, Wayne County must budget from other sources an amount equal to its 1995-1996 fiscal year appropriation for parks? This renewal is projected to generate $10,871,753 in 2021.[2]
