Ways and Means Committee, Vermont House of Representatives
The Ways and Means Committee is a standing committee of the Vermont House of Representatives.
Per the House Rules, committees of the Vermont House of Representatives are assigned by the Speaker of the House unless otherwise specified by the Vermont Constitution or other state statutes. Committees are assigned at the start of each regular session. The first and secondly named members of each committee are the chair and the vice-chair, respectively. Each committee appoints a clerk from its members at the first meeting. The chair of each committee is responsible for calling meetings, and the clerk keeps a record of committee activity, including bills considered and members' votes, to be delivered to the Secretary of State at the end of each session.[1]

Function
According to the House Rules, the Ways and Means Committee considers matters relating to:
“ | The revenue of the state, and which shall inquire into the state of the treasury; ascertain the amount of debt due the state, and the claims against it; report the amount of taxes necessary to be raised for the support of the government and inquire what measures, if any, ought to be adopted, the better to equalize the public burdens, secure the accountability of public agents, and otherwise improve the financial concerns of the state, including all matters relating to taxation, local or otherwise and all matters relating to the grand list.[2][3] | ” |
