A supplemental property tax levy renewal was on the ballot for West Ada School District voters in Canyon and Ada Counties, Idaho, on May 19, 2020.[1] It was defeated.

A "yes" vote supported authorizing the district to impose a $14 million annual supplemental levy for two years with an estimated average cost of $52.60 per $100,000 of assessed property value.

A "no" vote opposed authorizing the district to impose a $14 million annual supplemental levy for two years with an estimated average cost of $52.60 per $100,000 of assessed property value, thereby allowing the existing supplemental levy to expire on June 30, 2020.


A simple majority vote was required for the approval of the measure.

The $14 million supplemental property tax levy accounted for 5 percent of the district's general fund in fiscal year 2020. The two-year supplemental levy has been renewed four times since 2012. The renewal would not have increased the total levy raised by the school district. At the time of the election, the existing total levy rate was $351 per $100,000 of assessed property value.[2]

Ballot question

The ballot question was as follows:[1][3]

Shall the Board of Trustees of Joint School District No. 2, Ada and Canyon Counties, State of Idaho, be authorized and empowered to levy a Supplemental Levy in the amount of fourteen million and no/ dollars ($14,000,000.00) per year for two (2) years, commencing with the fiscal year beginning July 1, 2020 and ending June 30, 2022, for the purpose of financing any lawful expenses of maintaining and operating the District; all as provided in the Resolution adopted by the Board of Trustees on February 11, 2020?


The estimated average annual cost to the taxpayer on the proposed levy is a tax of $52.60 per $100,000 of taxable assessed value, per year, based on current conditions.

Background

West Ada School District

The anticipated enrollment for the 2019-2020 academic school year was 40,035 students attending 49 schools. The total expected revenue for the academic year was $261.2 million.[5]

Supplemental property tax levies in Idaho

Idaho statute allows public school districts to levy supplemental taxes in addition to levies to repay bonds. Supplemental levies must be renewed every two years. The levy amount may be reduced by a majority vote of the district's board of trustees in the second year the tax is levied. Supplemental levies may be used to fund salaries and employee benefits.[6]
