The West Virginia Bonds for Veterans Act, also known as Amendment 1, was on the November 2, 2004, ballot in West Virginia as a legislatively referred constitutional amendment, where it was approved.[1]

The text of the measure said:

Permits the legislature to appropriate general revenues to see state bonds for the payment of bonuses and death benefits to veterans of the conflicts in Kosovo, Afghanistan and Iraq or to their relatives, and to impose or increase a tax to pay for the bonds."[2]
