The West Virginia Infrastructure Improvement, Amendment 3, also known as Amendment No. 3, was on the ballot in West Virginia on November 8, 1994, as a legislatively referred constitutional amendment. It was approved. The measure proposed authorizing "the Legislature to sell up to $300 million in bonds for water and sewer systems and to provide sites for industrial development."[1][2]
