Westbrook J. Parker was a Circuit Court judge for the 5th Circuit in Virginia.[1] He retired from the court at the end of his term in June of 2010. The state legislature had decided to leave his seat open indefinitely as a money saving measure, but he was eventually replaced by William R. Savage, III.[2][3]
