Public participation in board meetings
The Western Heights Public Schools school board maintains the following policy on public testimony during board meetings:[6]
“ |
When a parent or district resident has a concern, the appropriate administrative channels should first be utilized to resolve the issue. If an individual or group wishes to address the Board, the Superintendent must be notified in writing at least five days before the scheduled meeting. This letter must include name, address and telephone number, subject to be addressed and name of organization being represented, if any. The request is subject to the approval of the Superintendent or Board President. If granted, a speaker may speak five minutes. Comments and presentations may deal with any topic related to the Board’s conduct of the schools. Comments and presentations at special meetings must be related to the reason the meeting was called. The following actions by the Board may occur:
If a parent or district resident wishes to address the Board after the agenda has been prepared, a designated administrator will be available for consultation immediately preceding the Board meeting. The patron will be asked to complete a form requesting name, address, telephone number, subject to be addressed, and name of organization being represented, if any. The patron is encouraged to put concerns in writing with seven copies for the Board, Superintendent, and Clerk. The speaker shall limit comments to three minutes. No Board action may be taken during the meeting, unless the topic is already an agenda item. Each speaker will be allowed three minutes with a total maximum time limit for all public discussion of thirty minutes, unless the Board votes to extend the time limit. It is the commitment of the Board to be responsive to the desires and needs of the community. Speakers may offer constructive comments about district operations and programs. The Board will not permit any expression of personal complaints about school personnel.[7] |

Each year, state and local education agencies use tests and other standards to assess student proficiency. Although the data below was published by the U.S. Department of Education, proficiency measurements are established by the states. As a result, proficiency levels are not comparable between different states and year-over-year proficiency levels within a district may not be comparable because states may change their proficiency measurements.[11]
