Willard "Doc" Howard
Willard "Doc" Howard was a candidate for the Area 2 seat on the Chula Vista Elementary School District school board in California. Howard was defeated in the by-district general election on November 8, 2016.[1]
Howard ran unsuccessfully for three other seats on the Chula Vista Elementary Board of Education. He ran for the Area 5 seat in 2014, the Area 4 seat in 2012, and the Area 1 seat in 2010.

2016
Two of the five seats on the Chula Vista Elementary School District Board of Education were up for by-district general election on November 8, 2016. The race for the open Area 2 seat featured candidates Hans D'Oleire, Armando Farias, Willard "Doc" Howard, Michael Deangelo Jackson, and Rosa Maria Robles. Farias won election to the seat. In her bid for re-election to Area 4, incumbent Glendora Tremper was defeated by challenger Laurie Humphrey.[2][3]

Funding
Howard filed an exemption form detailing he would not spend or receive more than $2,000 for this campaign. Because of this, he did not have to file additional campaign finance reports.[4][5]
2014
Three seats on the Chula Vista Elementary School District Board of Education were up for general election on November 4, 2014. No incumbents filed to run for re-election, leaving all three seats open to newcomers. Four candidates, Barbara Majchrzak, Francisco Tamayo, George Cameron and Hector Gastelum, ran for the Trustee Area 1 seat. The Trustee Area 3 election featured candidates Leslie Ray Bunker and Rudy Ramirez, and candidates Willard "Doc" Howard, Eduardo Reyes and Joshua R. Smith ran for the Trustee Area 5 seat.
In Trustee Area 1, Tamayo defeated his three fellow candidates to win the election. Bunker won the Trustee Area 3 seat, and Reyes was elected to Trustee Area 5.

Funding
Howard filed Form 470 with the San Diego County Registrar of Voters, indicating he did not intend to raise or spend more than $1,000 for his 2014 campaign. Because of this, Howard did not have to file any additional campaign finance reports.[6]
