William Carter (New York)
William B. Mitchell Carter was a recalled federal magistrate judge for the United States District Court for the Northern District of New York. Prior to his service on the Northern District of New York, Judge Carter served as a magistrate judge on the United States District Court for the Eastern District of Tennessee from 1999 to 2015.[1][2][3][4]
