Dotzler earned his B.A. in Biology from the University of Northern Iowa in 1975. His professional experience includes working as President of Waterloo Visiting Nursing Association and Machine Operator and Labor Representative for John Deere & Company. He served in the United States Army Security Agency in Military Intelligence from 1969 to 1972.

Incumbent Bill Dotzler was unopposed in the Democratic primary and was unchallenged in the general election.[1][2][3][4]

On November 7, 2006, Dotzler was re-elected to the 11th District Seat in the Iowa State Senate, defeating Jim Buschkamp (R).[7] Dotzler raised $40,931 for his campaign, while Buschkamp raised $2,856.[8]
