William H. Heafner
William H. Heafner was a district court judge for the 19B Judicial District, which presides over Montgomery, Moore, and Randolph counties of North Carolina. He was appointed to the court by former Governor Bev Perdue to fill the vacancy created by the retirement of former Judge Michael A. Sabiston. Heafner was sworn in on December 7, 2012, and served out the remainder of Sabiston's term, which expired in 2014.[1]
Heafner ran for re-election to the 19B Judicial District in 2014, but he was defeated by Steve A. Bibey.[2]

General: He was defeated in the general election on November 4, 2014, after receiving 42.3 percent of the vote. He competed against Steve A. Bibey.

Judicial performance evaluation
In July 2014, the North Carolina Bar Association released the results of a survey in which it asked lawyers to rate the judicial candidates for the trial courts. The candidates were rated from one to five on five different criteria as well as on their overall performance.[3]

Education
Heafner received his undergraduate degree from the University of North Carolina at Chapel Hill and his J.D. from the Wake Forest University School of Law in 1973.[4]
