Three of the seven seats on the Katy Independent School District board of trustees in Texas were up for general election on May 6, 2017. In her bid for re-election to Position 3, incumbent Ashley Vann defeated challengers David Velasquez and Candace Perkins. Position 4 incumbent Courtney Doyle defeated challenger Carlos Young. The Position 5 race included incumbent Henry Dibrell and challenger William Lacy. Lacy won election to the seat.[1][2]

Two of the seven seats on the Katy Independent School District board of trustees were up for by-district general election on May 7, 2016. In the Position 1 race incumbent Joe Adams lost his seat to challenger George Scott. William Lacy withdrew from the race before the general election. In the Position 2 race, incumbent Rebecca Fox ran unopposed and won re-election to her seat.[5][6][7]

KATY – Local conservative financial professional, William 'Bill' Lacy, formally announces his candidacy for Katy ISD School Board, Position 5. A longtime resident of the Katy area, Lacy wants to bring common-sense changes to teaching, testing and oversight of the district’s growth.

I AM NOT A POLITICIAN

I am a husband, a father and a taxpayer. Just like many of you, I do not have a desire for higher office, I simply want to serve my community. One way is by strengthening our school board. As a financial professional, I will bring a real-life, conservative, fiscally responsible point of view to the board. Our growth demands attention to the bottom line and my mortgage lending experience will add that skillset to the board. There is a job to do. I want to do it.

I WILL PUT STUDENTS FIRST

Katy ISD is in the business of teaching young people. Period. As your trustee, this will be at the foundation of every decision I make. I will work to offer all students every opportunity for success, whether it be in a path to higher education or preparing them to be workforce ready. Whichever path they choose, my decisions as your Trustee will put our children first.

I BELIEVE IN LOCAL CONTROL

Katy ISD is a reflection of our community. We know what is best for our children, it is our responsibility, not the politicians in another city or state. As your Trustee, I will support local control through policies that put our students, teachers, community and taxpayers first.

TEACHERS OVER TESTING

I think we’ve all had enough of state and federal mandated testing. We can find a better solution. Our teachers should be allowed to teach and our students to learn. I will support traditional, common sense curriculums that reflect our community values. I will support positive change and work to put policies, procedures and guidelines in place to make a difference in the classroom. Let our teachers teach.

GROWTH

With graduates from Taylor, Cinco and Katy High Schools, my family knows first-hand about dealing with a fast-growing district. As your Trustee, I will work to improve the policies and procedures ensuring the district has a long-term strategic plan for rezoning, including open communications with the community and a process to receive public input. Our goal should be to create true feeder patterns where possible, reducing disruptions to a minimum.

OUR TAXES ARE TOO HIGH

My taxes are high, too. It’s easy to lose sight of our district tax bill if you don’t have to write that check. Writing that check reminds me that it’s my money too. My pledge is to find ways to reduce spending, lower debt and reduce our tax rate. We have the tools and the people to make it happen. What we need is board leadership with the desire to make tough decisions, set goals and meet expectations.

I WILL FOLLOW THE RULES

You have my word that I will follow the rules, policies, procedures of the board and the laws of the State of Texas. I will not cut corners or work outside of the authority of my board position. I will not put in jeopardy the integrity of our school board. If we cannot set a good example for our students, teachers and staff then how can we expect them to follow the rules which apply to them? You can count on me to be truthful and transparent. I will be your voice.

I SUPPORT TERM LIMITS

A seat on our school board should not be a life-long volunteer position. If you cannot move important issues forward in six years you’re not doing your job. Complacency is the enemy of progress and no board member should serve more than two consecutive terms.

The first step towards change is in the casting of your vote. Election Day is May 6th.[8]
