Heading into the election, Ballotpedia rated this race as a race to watch. Incumbent Lois Capps (D) did not seek re-election in 2016. Salud Carbajal (D) defeated Justin Fareed (R) in the general election on November 8, 2016. Carbajal and Fareed defeated Benjamin Lucas (D), William Ostrander (D), Helene Schneider (D), Katcho Achadjian (R), Matt Kokkonen (R), Steve Isakson (independent), and John Uebersax (independent) in the top-two primary on June 7, 2016.[2][3][4]

  • Wealth Inequality: When 85 families control as much wealth as half the world’s population, we have a serious problem with our rules.
  • Reforming our campaign financing system: The existing campaign financing system encourages enormous amounts of money to be spent in our elections. Every election since 1998 has been more expensive than the one before, with the average cost of a House campaign of more than $1.2 million. That money is corruptive to our democratic process and perverts our political discourse.
  • Student Debt and a National Student Service Program-: Our students are paying ten times the interest that big banks pay. That hurts all of us.
  • AGRICULTURE AND CLIMATE CHANGE: We must address the sources of agriculture-related carbon emissions as aggressively as we work to reduce our consumption of coal and gas. Moreover, we need a place to put the excess carbon that we are producing and will continue to produce. In doing so, we also address many other environmental issues that we need to correct including healthier soils.[5]
