William Ustruck is the at-large representative on the West Allis-West Milwaukee School Board in Wisconsin. He was first elected to the board in the general election on April 5, 2016.[1][2]

Ustruck previously ran for a seat on the board. He unsuccessfully ran as a write-in candidate in the general election on April 7, 2015.

Ustruck attended district schools and graduated from Nathan Hale High School.[3] He works as a territory sales manager for U.S. Foods. Ustruck earned a bachelor's degree in education from the University of Wisconsin at Whitewater. He and his wife have three children.[4]

Three of the nine seats on the West Allis-West Milwaukee School District school board were up for at-large general election on April 5, 2016. In their bids for re-election, incumbents Jeffrey Sikich and Patricia Ulwelling faced challengers Heather Justham and William Ustruck.[1] Sikich won another term on the board, but Ulwelling received the fourth-most votes and lost the election. Justham and Ustruck were both elected to the board.[2]

The term of incumbent Susan Stalewski was also on the ballot, but she did not file to run for re-election, which left it open for a newcomer. Both Justham and Ustruck previously ran for a seat in 2015. They ran as write-in candidates.[1]

Ustruck filed an exemption statement detailing that he would not spend or receive more than $2,000 toward his campaign. Because of this, he did not have to file additional campaign finance reports for this election.[5]

Three at-large seats were up for election on April 7, 2015. Incumbents Patricia J. Kerhin, Sue Sujecki and Darlene Ziemendorf faced challengers Wendy DuBois and Stephanie Emons in their re-election bids.[6] The race gained another contender when William Ustruck began campaigning as a write-in candidate in early March 2015.[7]

Kerhin and Sujecki retained their seats in the election, but Ziemendorf was defeated. Emons won her first term on the board as the second-highest vote recipient behind Sujecki and above Kerhin.

Funding

Ustruck reported no contributions or expenditures to the West Allis-West Milwaukee School District in this election. He began campaigning after the first campaign finance filing deadline. In order to have his votes counted, he was required to participate in finance reporting like the regular candidates for the remainder of the election cycle.[8] On March 31, 2015, he filed as "Exempt from Filing Campaign Finance Records."[9]

Why should people vote for you? What background, skills, outlooks do you bring to the table?

People should vote for me because my goal in being on the board is to make this district a top district. I want my children to grow up in a city they can be proud to call home, much like I did. I am an outgoing, well spoken former teacher.

How do you feel about the new transfer policy and school boundaries?

I feel boundaries are needed to even out enrollment. It's unfortunate that some residents are not being allowed to choose a certain school for a variety of reasons. We must find a way to ensure that all students are receiving the best possible education at every school.

Do you feel the school board is on the right track or would you like to see a change?

Changes are coming but not fast enough. Decisions must be in the best interests of students and teachers. The board must work with community members to ensure the right decisions are made. I would also like to see that members on the board have a vested interest in our schools.

What are your feelings about Next Generation personalized learning?

Unfortunately, Next Generation has not worked as well as envisioned. It is not for every student. I feel that students should be in classrooms with peers of their own age with a variety of learning styles. We need curriculum and we need to teach our students how to be successful.[10]

Many have asked what my platform is...what do I stand for? Here are a few of my ideas:

I believe as a school board it is our responsibility to work with our teachers. By surveying our staffs we can better understand the immediate needs of our student population.
How can we Build and further encourage new elective classes in the high schools? The students should be afforded the opportunity to select from a variety of classes that interest them and will further their success.
We need to revamp the support services in the schools. Our counselors' priority should be meeting the emotional needs of the students on a regular basis. These students' issues need the consistent care and understanding of the 'at hand' counselor, not one who has another meeting to attend. Who could argue with the fact that many of todays youth are in dire need of professional tlc?
I want to change people's perspective of the city of West Allis! I love being a resident of West Allis. I moved back here to raise my children because I want them to have an upbringing similar to mine. I'm so proud of the fact that I graduated from Hale and was involved in athletics.
It offends me when people from other areas have a negative perception of our city and its residents!
Have a better communication between school board and the community!!
Use the budget appropriately, prioritize! fix buildings that need fixing, improve the outdoor fields/facilities at the grade schools.
Continue to help the rec department be the incredible department it is, find new classes to offer, promote signing up for classes through the schools, perhaps use the automatic calling system. Not just a letter home as today's families are inundated with print.
As a school board it is our duty to inform the population that both schools provide our students with excellent educations.
As a district we owe it to ourselves to fill empty seats with west allis residents before open enrollment requests are honored. Won't resident students have a vested interest in their own community over non residents?
Let's initiate a buddy program between seniors and the 8th grade students. Periodically through the school year schedule social get togethers and have them share what it's like to go to hale or central. Like a big brother/big sister program!!
Boundaries need to be dealt with in a way that is sensitive to the needs of the students. Revisiting the lottery system is necessary. Is it possible to discover a way to make certain that the students have a chance to explain why they prefer one school over the other?
It's time for our school board to stand up and make changes that people notice!! Changes that positively impact the great people that live in this community!!
