Two of the seven seats on the Williamsburg-James City County Public Schools school board in Virginia were up for by-district general election on November 7, 2017. In his bid for re-election to the Jamestown District seat, incumbent Jim Kelly defeated challenger Danon Middleton. Incumbent Lisa Ownby won re-election to the Powhatan District seat after running unopposed.[1][2]

Elections
Voter and candidate information
The Williamsburg-James City County school board consists of seven members elected to four-year terms. Elections are held by district on a staggered basis every November of odd-numbered years. Two seats were up for election in 2013, three seats were up for election in 2015, and one seat was up for special election in 2016. Two seats were up for election in 2017.[3]
To qualify as school board candidates, interested parties had to be at least 18 years old, U.S. citizens, and residents of Virginia for at least one year prior to the election. To get on the ballot, candidates had to file nomination paperwork with their county election office by June 13, 2017.[4][5]
To vote in this election, citizens of the school district had to register by October 16, 2017.[6] Photo identification was required to vote in Virginia.[7]

The 2017 Williamsburg-James City County school board election mirrored the district's 2013 election in four ways: there was an average of 1.5 candidates per seat, half of the seats on the ballot were unopposed, all of the incumbents whose terms were on the ballot filed to run for re-election, and incumbents had a 100 percent success rate.
Newcomers swept the ballot in the district's 2015 and 2016 elections. Both of those years also had no unopposed seats, and they attracted an average of two candidates per seat.

About the district
The Williamsburg-James City County school district is located in southeast Virginia in James City County. The county seat is Williamsburg. James City County was home to 74,404 residents in 2016, according to estimates by the United States Census Bureau.[10] The district was the 25th-largest school district in the state in the 2014-2015 school year and served 11,389 students.[11]
Demographics
James City County outperformed Virginia as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 47 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 36.3 percent of state residents. During the same time period, the median household income in James City County was $75,710, compared to $65,015 for the entire state. The poverty rate in the county was 7.1 percent, while it was 11.2 percent statewide.[10]
