As of the 2020 Census, Wisconsin representatives represented an average of 737,184 residents. After the 2010 Census, each member represented 712,279 residents.

Redistricting
2020-2021
Wisconsin enacted its congressional districts on March 3, 2022, when the Wisconsin Supreme Court approved congressional proposals submitted by Gov. Tony Evers (D). Evers vetoed a legislatively-approved congressional district map on November 18.[10] Those maps had passed the state Senate on November 8, 2021, by a 21-12 vote split along party lines, with all Republicans in the chamber voting for the proposal and all Democrats voting against it. They had passed the House on November 11 by a 60-38 party-line vote.[11][12]
After Evers' veto, the Wisconsin Supreme Court assumed control of the drafting process, as the court had agreed in September to decide new districts if the legislature and governor failed to do so.[13] On November 30, the court announced it would seek to make as few changes as possible to the current legislative and congressional maps adopted in 2011.[14] Evers submitted a congressional district map proposal to the supreme court on December 15.[15]
On January 10, 2022, the court issued a 4-3 ruling in which it denied congressional Republicans' request to submit an additional, amended map for the court's consideration and granted Evers the ability to make corrections to the map he submitted.[16] On March 3, 2022, the court adopted Evers' proposal.[17] This map took effect for Wisconsin's 2022 congressional elections.
How does redistricting in Wisconsin work? In Wisconsin, both congressional and state legislative district boundaries are drawn by the Wisconsin State Legislature. These lines are subject to veto by the governor.[18]
The Wisconsin Constitution requires that state legislative districts be compact and "that they be bounded by county, precinct, town, or ward lines where possible." The state constitution further stipulates that state legislative districts should be contiguous.[18]

In 2011, the Wisconsin State Legislature re-drew the congressional districts based on updated population information from the 2010 census.

Heading into the 2026 elections, based on results from the 2024 and 2020 presidential elections, the Cook Partisan Voter Index for this district is D+21. This meant that in those two presidential elections, this district's results were 21 percentage points more Democratic than the national average. This made Wisconsin's 2nd the 55th most Democratic district nationally.[19]
2024
Heading into the 2024 elections, based on results from the 2020 and 2016 presidential elections, the Cook Partisan Voter Index for this district was D+19. This meant that in those two presidential elections, this district's results were 19 percentage points more Democratic than the national average. This made Wisconsin's 2nd the 71st most Democratic district nationally.[20]
Daily Kos calculated what the results of the 2020 presidential election in this district would have been following redistricting. Joe Biden (D) would have defeated Donald Trump (R) 70.2%-28.4%.[21]
2022
Heading into the 2022 elections, based on results from the 2020 and 2016 presidential elections, the Cook Partisan Voter Index for this district was D+19. This meant that in those two presidential elections, this district's results were 19 percentage points more Democratic than the national average. This made Wisconsin's 2nd the 70th most Democratic district nationally.[22]
Daily Kos calculated what the results of the 2020 presidential election in this district would have been following redistricting. Joe Biden (D) would have received 70.2% of the vote in this district and Donald Trump (R) would have received 28.4%.[23]
2018
Heading into the 2018 elections, based on results from the 2016 and 2012 presidential elections, the Cook Partisan Voter Index for this district was D+18. This meant that in those two presidential elections, this district's results were 18 percentage points more Democratic than the national average. This made Wisconsin's 2nd Congressional District the 75th most Democratic nationally.[24]
FiveThirtyEight's September 2018 elasticity score for states and congressional districts measured "how sensitive it is to changes in the national political environment." This district's elasticity score was 1.13. This means that for every 1 point the national political mood moved toward a party, the district was expected to move 1.13 points toward that party.[25]
