Ballot title
The ballot title for Question 1 was as follows:
| “ | Shall there be levied in the year 1919, a mill tax of not to exceed three mills on the dollar and an income tax sufficient to raise an aggregate sum of approximately fifteen million dollars to be paid by the state to Wisconsin soldiers, sailors, marines and nurses as stated in chapter 667 of the laws of 1919? | ” |
Path to the ballot
A simple majority vote is required during one legislative session for the Wisconsin State Legislature to place an advisory question on the ballot. That amounts to a minimum of 50 votes in the Wisconsin State Assembly and 17 votes in the Wisconsin State Senate, assuming no vacancies. Advisory questions do not require the governor's signature to be referred to the ballot.
