Ballot title
The ballot title for Question 2 was as follows:
“ | Shall section 24 of Article VII of the state constitution be created so as to provide that no person 70 years old or older may take office as supreme court justice or circuit judge; that no person may serve as such a justice or justice or judge unless he is and has been licensed to practice law in this state for 5 years immediately prior to his election or appointment; that no such justice or judge may serve beyond the month in which he attains the age of 70, except that he may complete the term which he is serving or to which he has been elected when this section takes effect; and that any person retired under this section may, at the request of the chief justice of the supreme court, serve temporarily as a circuit judge | ” |

A simple majority vote is required during two legislative sessions for the Wisconsin State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 50 votes in the Wisconsin State Assembly and 17 votes in the Wisconsin State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
