The ballot title for Question 7 was as follows:
“ | Shall section 23 of article I of the constitution be created so that the legislature may provide for the safety and welfare of children by providing for the transportation of children to and from any parochial or private school or institution of learning? | ” |
Constitutional changes
(Article I) Section 23. Nothing in this constitution shall prohibit the legislature from providing for the safety and welfare of children by providing for the transportation of children to and from any parochial or private school or institution of learning. |

A simple majority vote is required during two legislative sessions for the Wisconsin State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 50 votes in the Wisconsin State Assembly and 17 votes in the Wisconsin State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
