The Wisconsin Voter ID Amendment was not on the November 4, 2014 ballot in Wisconsin as a legislatively referred constitutional amendment. The measure was not voted on during two consecutive legislative sessions and thereby will not be on the ballot in November 2014.
The proposed amendment would have constitutionally protected the statute requiring a valid photo identification card approved in 2011.[1][2][3]
The amendment would have required, like the previously passed statute, that any eligible person attempting to register to vote or to vote would have to present a valid Wisconsin driver's license, a valid U.S. issued identification card or a valid identification card issued by the Wisconsin Department of Transportation.[4]
Background
AB 7
Prior to AB 7, eligible person had to register before voting and provide proof of residence. Such proof may have included a residence utility bill. However, if a person could not have presented the required form of proof, then the law allowed for registration information to be corroborated by another qualified elector. The other qualified elector must reside in the same municipality.[4]
On May 9, 2011, the Joint Finance Committee approved AB 7 in a 12-2 vote.[5] On May 11, 2011, the Wisconsin State Assembly approved the proposed bill following a 60-35 vote.[6] The Wisconsin Senate approved the bill in a 19-14 vote on May 17. Governor Walker signed the bill on May 25. The legislation was published on June 9, 2011.[1]

A majority vote in two consecutive sessions of the Wisconsin Legislature was required to qualify the amendment for the ballot. The measure did not receive a majority vote in two consecutive sessions and thereby was not on the ballot in November 2014.
