The Wyoming Mineral Royalties for Education Funding Amendment (HJR 1) was not on the ballot in Wyoming as a legislatively referred constitutional amendment on November 3, 2020.
The measure would have allowed two-thirds of state mineral royalty earnings to fund public schools for six years.[1]

The ballot title would have been as follows:[1]
| “ | This amendment provides that from July 1, 2021 through June 30, 2027 up to two-thirds (2/3) of state mineral royalties earned from the lease of state school lands may be available for appropriation by the legislature for the support of the public schools. Currently, one-third (1/3) of the mineral royalties are available for appropriation by the legislature for the support of the public schools and the remaining two-thirds (2/3) of mineral royalties become permanent funds of the state.[2] | ” |

To put a legislatively referred constitutional amendment before voters, a two-thirds (66.67%) vote is required in both the Wyoming State Senate and the Wyoming House of Representatives.
This measure was introduced as House Joint Resolution 1 on February 7, 2020. It was approved in the House on March 3, 2020, by a vote of 41-19. The measure was not passed in the Senate before the legislature adjourned on March 12, 2020.[1]
