The Wyoming Preserve Minimum Instream Water Flows Initiative was proposed on May 23, 1982, in Wyoming. It mandated leaving a certain level of water in streams so that natural fisheries could thrive.

It qualified for the 1986 ballot in Wyoming--and would have been the first-ever citizen initiative to appear on a Wyoming ballot. However, it was determined that legislation passed by the Wyoming State Legislature in 1985 accomplished substantially the same objectives as the initiative and, as a result, it was determined that the initiative would not go to a vote of the people.
