“ | Currently the Wyoming Constitution allows the legislature discretion to meet in even-numbered years for a "budget session." A super-majority vote of two-thirds (2/3) of the membership of the house or senate is required for legislation, other than the budget bill and reapportionment bills, to be considered during any "budget session." The proposed amendment would remove this two-thirds (2/3) super-majority introductory vote requirement for the "budget session."[2] | ” |

To put a legislatively referred constitutional amendment before voters, a two-thirds (66.67%) vote is required in both the Wyoming State Senate and the Wyoming House of Representatives.
This measure was introduced as House Joint Resolution 4 on February 12, 2020. It was approved in the House on March 2, 2020, by a vote of 43-17. The measure was not passed in the Senate before the legislature adjourned on March 12, 2020.[1]
