The Wyoming Surface Owners' Accommodation Initiative was proposed on May 14, 2004 in Wyoming. It would have required surface owners and oil and gas operators to enter into good faith negotiations for a surface use agreement to compensate the surface owner for reasonable damages, if any, to the surface estate that may be caused by the oil and gas companies.
To make the ballot, sponsors of the initiative needed to file 38,868 signatures with the Wyoming Secretary of State by January 20, 2006.
In 2005, the Wyoming State Legislature passed SF60, which was substantially similar to the goals of this initiative, and the initiative was therefore withdrawn by its supporters.
