Wyoming excise tax initiative stopped in the Senate

CHEYENNE, Wyoming: Legislators ended session on March 5, 2010, without approving a bill that would allow citizens to use the initiative process to levy excise taxes[1][2].
House Bill 115 would allow citizens to petition local governments to have ballot measures aimed placed to either implement or increase excise taxes. Measures would be qualified as long there are signatures from five percent of the county's voters. Also, the bill would require the petition's sponsors to have a plan stating how excess tax revenues would be spent[3].
The House of Representatives approved the bill on February 24, 2010 by a 33-24 vote, but died in Senate committee[4].
