Frederick County Public Schools is a school district in Maryland that served 40,456 K-12 students during the 2013-2014 school year.[1] The district's graduation rate increased from 91.7 percent during the 2009-2010 school year to 93.3 percent during the 2012-2013 school year.[2]

Frederick County Public Schools is based in Frederick, the county seat of Frederick County, Maryland. Frederick County was home to 241,409 residents in 2014, according to the United States Census Bureau.[3]
Demographics
Frederick County outperformed the state of Maryland in terms of higher education achievement in 2013. The United States Census Bureau found that 38.2 percent of Frederick County residents aged 25 years and older had attained a bachelor's degree, compared to 36.8 percent for Maryland as a whole. The median household income in Frederick County was $84,570, compared to $72,999 for the state of Maryland. The poverty rate in Frederick County was 6.1 percent, compared to 9.8 percent for the entire state.[3]

The superintendent of Frederick County Public Schools is Theresa R. Alban, as of June 17, 2014. She has served in the position since her appointment in 2011. Alban previously worked as a special education teacher and professional development supervisor with Baltimore County Public Schools.[5]

Members of the board are elected to four-year terms on a staggered basis. Elections are held in even-numbered years.
Public participation in board meetings
The board maintains the following policy regarding public participation in board meetings last revised in 2012:

The Board welcomes and encourages public comment and will designate opportunity for public comment at each meeting. Adjustments to time allowed for public comment will be made by the Board. The Board will provide a maximum of 30 minutes for public comment at its meeting. If more people wish to speak than time allows, public comment shall continue at the discretion of the Board. With the exception of confidential matters, citizens may speak about matters relating to the school system. If individuals have specific concerns relating to actions of staff members, such concerns may be communicated to the Superintendent. Persons desiring to speak shall register prior to the scheduled meeting start time indicating: (1) name of speaker, (2) topic(s) to be discussed, and (3) whether the speaker is speaking as an individual or representing an organization. In order to have an orderly presentation of comments by the public, the following procedures apply: 1. Comments are limited to three minutes per speaker. One individual per organization will be allotted five minutes for comments. Staff monitors time through use of a timer. When the allotted time expires, the speaker is permitted to complete a sentence. The speaker must then return to the audience. 2. The speaker may not discuss personnel matters or comment on issues pending in appeals to a local Board or to the State Board. 3. Individuals are permitted to submit written comments to Board members. 4. If any individual fails to comply with these procedures, the Board president may order the person to leave the public meeting, adjourn the meeting, or may take such further action as necessary to ensure compliance with these procedures. 5. Efforts will be made to follow-up as appropriate. |

Academic performance
The Maryland State Department of Education conducts the Maryland Standard Assessment (MSA) each spring for students in grades three through eight. This test determines proficiency levels in reading and math. The MSA also assesses proficiency in science among students in grades five and eight. Proficiency levels in algebra, biology and English at the high-school level are determined by the Maryland High School Assessment (MHSA). Student performance is broken down into three categories: basic proficiency, proficiency and advanced proficiency.
