The Arkansas State Lottery and Casino Gambling Proposed Amendment, also known as Proposed Amendment 4, was on the ballot in Arkansas on November 5, 1996, as an initiated constitutional amendment. It was defeated. The measure would have authorized casino gambling in the town of Hot Springs and established a state lottery.[1][2]
