Carol R. Bispham Hashagen was a judge on the Linn County Circuit Court in Oregon. The court has jurisdiction over Linn County and is located within the 23rd Judicial District. Hashagen joined the court in 1998. She retired in June 2017.[1]

Hashagen earned her A.A. from Linn Benton Community College in 1981. She earned her B.S. from Oregon State University in 1983. She received her J.D. from Willamette University's College of Law in 1987.[2]

Bispham was re-elected to the Linn County Circuit Court after running unopposed in 2010. She received 98.11 percent of the vote.[3][4]

Judges of the Oregon Supreme Court, Oregon Court of Appeals and Oregon Circuit Courts are all selected in an identical manner. They are chosen in nonpartisan elections to serve six-year terms, after which they must run for re-election if they wish to continue serving.[5]

The chief judges of the circuit courts are appointed by the chief justice of the state supreme court to serve a two-year term.[5]

Qualifications
To serve on the circuit court, a judge must be:[5]

  • a U.S. citizen;
  • a state resident for at least three years;
  • a resident of his or her circuit for at least one year;
  • a state bar member; and
  • under the age of 75.
