The ballot question was, "To help preserve the safety and character of Fremont and maintain essential general fund services such as police, fire and street and park maintenance, shall an ordinance be adopted establishing a gas and electric utility users tax of four percent, limited to six years and subject to independent annual financial audits, and establishing an independent Fremont taxpayers' committee to review expenditures?"
