This measure, which was brought to the ballot through a successful petition drive by residents, sought to allow residents of the city to approve or defeat the long term growth plan which city officials had developed. City officials had been working on a long term, growth plan for the city since its incorporation in 2007. Opponents of the measure who filed the petition noted that they were not against growth in the city but felt the plan was not allowing for enough growth to occur.[2] Opponents also noted that too much space was given for stream buffer areas. Though those in favor noted that it was best to allow the larger buffer areas so as to keep the rural character of the city intact.[3]
