Dan McKinney
Dan McKinney was a candidate for the Oregon 16th Judicial District, which serves Douglas County, Oregon. He advanced from the primary election on May 17, 2016, but was defeated in the general election on November 8, 2016.
Biography
McKinney was born in 1956. In 1974, he graduated from high school at Robinson Secondary School at Fairfax County Public Schools in Virginia. He earned a B.A. in chemistry and government from George Mason University in 1978 and a J.D. with distinction at the McGeorge School of Law at the University of the Pacific in 1981.[1][2]
Career
Since the beginning of his career in 1981, McKinney has worked as an attorney in private practice. He served as a judge pro tempore in California for municipal court (1986 to 1991) and superior court (1991 to 2003). In 2011, he was appointed to serve as a judge pro tempore in Oregon until December 2, 2017.[2]
McKinney has also worked as an arbitrator with the Arbitration Service of Portland and the American Arbitration Association and as a mediator for the Dispute Resolution Service and the Court of Appeals. He is a member of the California Bar Association, Oregon Bar Association, Oregon Trial Lawyers, American Board of Trial Advocates, and American Bar Association. He received an AV Preeminent rating from Martindale-Hubbell.[1][2]

Selection method

Judges of the Oregon Supreme Court, Oregon Court of Appeals and Oregon Circuit Courts are all selected in an identical manner. They are chosen in nonpartisan elections to serve six-year terms, after which they must run for re-election if they wish to continue serving.[3]
The chief judges of the circuit courts are appointed by the chief justice of the state supreme court to serve a two-year term.[3]
Qualifications
To serve on the circuit court, a judge must be:[3]
- a U.S. citizen;
- a state resident for at least three years;
- a resident of his or her circuit for at least one year;
- a state bar member; and
- under the age of 75.

McKinney participated in Ballotpedia's 2016 survey of local judicial candidates. The following sections display his responses to the survey questions. When asked what non-judicial legal experience qualifies him to be a judge, the candidate made the following statement:
