Fred D. Howard
Fred D. Howard is a former judge for the Fourth Judicial District in Utah County, Utah.[1] Howard was appointed to this position in July 1995 by Governor Michael O. Leavitt.[2] He retired at the end of 2016.[3]

Howard received his J.D. from the J. Reuben Clark Law School at Brigham Young University in 1979.[2]
