Ballot title
The ballot title for Amendment 5 was as follows:
“ | Shall the Constitution be amended so as to provide for a Georgia Citizens Commission on Compensation of Public Officials and to remove from the General Assembly the authority to fix the compensation of the Governor, the Lieutenant Governor, the members and officers of the General Assembly, the members of the Public Service Commission, the members of the State Board of Pardons and Paroles, the constitutional officers elected state-wide, the superior court judges, and the district attorneys and to place such authority in the commission, with the action of the commission subject to rejection by both houses of the General Assembly? | ” |

Path to the ballot

A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
