The ballot title for Amendment 65 was as follows:
“ | FOR ratification of amendment of Paragraph 1, Section 6, Article 7 of the Constitution, authorizing the Mayor and Alderman of the City of Savannah to appropriate and pay the sum of $50,000.00 to the National Gypsum Company as a part of the cost of constructing a wharf on the Savannah River. A two-thirds (66.67%) vote is required during one legislative session for the Georgia State Legislature to place an amendment on the ballot. That amounts to a minimum of 120 votes in the Georgia House of Representatives and 38 votes in the Georgia State Senate, assuming no vacancies.
