The Louisiana New Orleans Property Liens Amendment, also known as Amendment 21, was on the ballot in Louisiana on November 5, 1968, as a legislatively referred constitutional amendment. It was approved. It proposed that New Orleans could place a lien on properties located in the city in regard to municipal improvements. These improvements would include those related to street, water and sewer services.[1]
