The Louisiana Sentencing Guidelines Amendment, also known as Amendment 1, was on the ballot in Louisiana on November 20, 1999, as a legislatively referred constitutional amendment. It was approved. This measure proposed that a favorable recommendation from the Board of Pardons is required before the governor can commute a sentence or pardon a person convicted of a crime.[1][2]
