Maryland Exceptions to Debt Requirements, Question 4 (1982)

The Maryland Exceptions to Debt Requirements Amendment, also known as Question 4, was on the November 2, 1982 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure provided exception to the requirement that debts created by the mayor and city council of Baltimore, credit extended by the mayor and city council and other acts of the mayor and city council that involved the faith and credit of Baltimore be authorized by Acts of the general assembly.[1]
