The Maryland Loans for Baltimore Property Improvements Amendment, also known as Question 12, was on the November 7, 1972 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure permitted the Mayor and City Council of Baltimore to make loans for the rehabilitation or improvement of certain property in the city of Baltimore.[1]
