The Maryland Loans for Baltimore Property Purchase Amendment, also known as Question 12, was on the November 5, 1974 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure authorized the mayor and city council of Baltimore to make loand for the purchase, acquisition, construction, erection or development of residential property in Baltimore, as well as any land necessary afterwards.[1]
