The Maryland Requirements for a Balanced Budget Amendment, also known as Question 3, was on the November 5, 1974 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure imposed requirements for a balanced budget. The measure required that the budget bill as submitted by the governor, supplemented by the governor and amended by the general assembly contain appropriations not in excess of total estimated revenues.[1]
