A "yes" vote supported limiting appropriations to the sum of $375 million for any two-year period until July 1, 1983, and the legislature shall provide for a 15% annual phase-out of all aid from the US, such that no federal revenue-sharing programs or grants in aid will be accepted after July 1, 1984. |
