The Rhode Island Higher Education Facilities, Bond Proposal 9, also known as Question 24, was on the ballot in Rhode Island on November 4, 1986, as a legislatively referred bond question. It was defeated. The measure would have authorized $8.7 million in bonds for an oceanographic/atmospheric laboratory and a fieldhouse at the University of Rhode Island.[1]
