The Rhode Island Mental Health, Retardation and Hospitals, Bond Proposal 5, also known as Question 19, was on the ballot in Rhode Island on November 4, 1986, as a legislatively referred bond question. It was approved. The measure authorized $11.69 million in bonds for community group homes, drug abuse treatment facilities, apartment buildings, day care mental health treatment facilities and regional centers for the mentally disabled.[1]
