This measure sought to replace the current school levy with one set at a rate of $3.14 per $1,000 of assessed property value for a period of two years in order to pay for maintenance, educational programs and operational costs in the district.[2]

The question on the ballot:
| The Board of Directors of Richland School District No. 400 adopted Resolution No. 727, concerning a proposition to finance maintenance, educational programs and operation expenses. This proposition would authorize the District to meet the educational needs of its students by levying the following excess taxes, in place of an expiring levy, on all taxable property within the District, for essential maintenance, educational programs and operation expenses not funded by the State of Washington, including instruction, student services and operations.[3] |
