Toluba ran for election to the York County Magisterial District. Primary: He received 34.22 percent of the vote in the Democratic primary on May 21, 2013, defeating Tom Harteis and Kathy Doucette.
General: He defeated Kathy Doucette in the general election on November 5, 2013, receiving 45.3 percent of the vote.[1][3][4]
