Shall Section 95 of the Charter of the City of Akron be amended to provide the City with greater flexibility to obtain goods and services from local vendors at competitive prices; update the minimum purchases requiring Board of Control and City Council approval; and provide for greater access to bidding opportunities and reduce administrative costs by allowing for publication online?
