The Alabama Waterway Funding, Amendment 4, also known as Amendment 4, was on the ballot in Alabama on December 9, 1969, as a legislatively referred constitutional amendment. It was approved. The amendment proposed to amend the constitution. The amendment proposed that the state would become indebted up to $10 million in general obligation bonds for the development of traversable waterways between the cities of Montgomery and Gadsden all the way to the Alabama-Georgia border.[1]
